Following in his father's footsteps, anime director Goro Miyazaki creates a charmingly nostalgic, sometimes tragic story of young love and student protest against the period of revitalization before the 1964 Tokyo Olympics. High school student, Umi, lives in an old seaside house on a hilltop overlooking Yokohama bay. Ever since her father’s disappearance at sea, she has raised a pair of signal flags each morning. At school, there was even an article written for the school newspaper about this moving daily message directed to the horizon. Could the writer have been the brash Shun who Umi cannot help but notice? 
The attraction is mutual and the two youngsters’ lives begin to entwine due to their activities to save the school club house or writing for the newspaper. However, their friendship will be tested when they discover that they may be related. 
In Japan during the 60s, embracing traditional and modern, at the dawn of a new era, Umi and Shun will discover and share a moving story of friendship, love and hope.
